Why UKLAP 1 and UKLAP 2 Cause Confusion
The MCA does not formally use the labels “UKLAP 1” and “UKLAP 2”.
Instead, guidance refers to UKLAP Grade 1 and
UKLAP Grade 2.
The informal terms persist, leading many candidates to believe
there are two separate exams — which is not the case.
The Official MCA Position
UKLAP grades reflect levels of responsibility,
not alternative qualifications.
UKLAP Grade 1 (Often Called “UKLAP 1”)
Under MCA guidance (including Marine Information Note MIN 340),
UKLAP Grade 1 is a formal requirement for Masters and Skippers
operating on UK-flagged vessels or applying through defined UK certification routes.
UKLAP Grade 1 is obtained by passing an MCA examination.
In some cases, a temporary certificate may be issued to allow time
for this requirement to be completed.
UKLAP Grade 2 (Often Called “UKLAP 2”)
UKLAP Grade 2 applies to senior officers such as
Chief Mate, Chief Engineer, and Second Engineer.
Unlike Grade 1, UKLAP Grade 2 does not require a separate MCA exam.
Instead, the employer is responsible for ensuring the officer
has achieved knowledge equivalent to the Grade 2 syllabus.
A written record of this training or assessment must be retained on board
