Chief Mate Unlimited Oral Exam – What Are the Requirements?

Eligibility, written exams, sea service evidence, ancillary certificates, Notice of Eligibility (NoE), and what the MCA expects before you can sit the CMU oral.

Before you can book and sit the Chief Mate Unlimited (CMU) oral examination, you must meet the MCA’s
training, examination, sea service and certification requirements, and have your eligibility accepted for a
Notice of Eligibility (NoE).

Who these requirements apply to

  • Candidates applying for the Chief Mate Unlimited UK Certificate of Competency
  • Officers serving on commercial vessels of unlimited tonnage
  • Candidates progressing from Officer of the Watch (Unlimited)

At CMU oral exam level, the MCA assesses judgement, compliance understanding, leadership and decision-making.
The CMU oral syllabus is published in the Deck Oral Exam Syllabus notice (MIN 653).

  • Written exams passed (CMU/Master level written examinations via the MCA-SQA system)
  • Sea service completed and evidenced (verified service in the correct capacity on appropriate ships)
  • Approved education/training completed (STCW competence pathway)
  • Ancillary certificates valid (as required for CMU)
  • NoE issued for Chief Mate Unlimited (you cannot book the oral without this)

1) Written examinations (CMU/Master level)

For Chief Mate Unlimited, written examinations are the MCA-SQA written exams at Chief Mate/Master level. The two core written exam subjects are:

  • Navigation (Chief Mate – Master Unlimited)
  • Stability and Structure (Chief Mate – Master Unlimited)

Your NoE for the oral will only be issued once your written exam passes are recorded/accepted as part of the eligibility assessment.

2) Sea service (what “suitable vessels” means)

Sea service must be qualifying sea service that meets the CMU route requirements in
MSN 1856 (Amendment 1). In practice, the MCA will look for:

  • Service on seagoing commercial vessels (not harbour/limited duties unless explicitly permitted by the route)
  • Service in the correct capacity (appropriate officer duties, watchkeeping responsibilities, operational exposure)
  • Evidence of experience relevant to senior officer responsibilities (cargo/operations, safety, emergencies, bridge resource management)
  • Sea service that is verifiable through discharge book entries and employer testimonials

The MCA application process requires your sea service to be declared and evidenced on the appropriate forms.

If you are using yacht sea service towards a merchant navy application, GOV.UK refers candidates to the yacht notice:

3) Mandatory ancillary certificates

To be issued with a Notice of Eligibility (NoE) for the
Chief Mate Unlimited oral examination, the MCA requires
candidates to hold valid ancillary safety certificates
appropriate to the CMU route, as specified in
MSN 1856 (Amendment 1).

At the time of NoE application, the following certificates are normally required:

  • STCW Basic Safety Training (all elements in date)
  • Advanced Fire Fighting
  • Proficiency in Survival Craft and Rescue Boats (PSCRB)
  • Medical First Aid / Medical Care on Board Ship (as applicable to route)
  • Security Awareness or Designated Security Duties (as applicable)
  • GMDSS General Operator’s Certificate (GOC)where required by the vessel’s radio fit and route

All ancillary certificates must be valid at the time of NoE issue.
Expired or missing certificates are one of the most common reasons for
NoE delays or refusals.

4) Notice of Eligibility (NoE) and booking the oral

The Notice of Eligibility is the MCA’s formal confirmation that your written exams, sea service,
training and certificates have been assessed and accepted for Chief Mate Unlimited.
Without a valid NoE you cannot proceed to the oral exam stage.

5) What the CMU oral exam assesses (official syllabus)

The official oral syllabus for merchant navy deck officers is published in MIN 653 (Amendment 1)
(last updated 4 November 2024). This includes the CMU-level syllabus headings and the standard of knowledge expected.

In broad terms, examiners explore navigation & passage planning, COLREGs, emergency response,
operations/safety management, compliance, and leadership — with a strong emphasis on how you justify decisions under questioning.

How to prepare (what works at CMU level)

  • Master the written exams first: Navigation + Stability & Structure underpin your oral performance.
  • Organise sea service evidence early: delays in testimonials/discharge evidence are a common cause of NoE delays.
  • Revise by scenario, not topic lists: the oral is assessed by application and judgement, not recall.
  • Practise answers out loud: structured explanations are the key difference at senior officer level.
  • Use mock questioning: pressure-testing answers exposes gaps and improves delivery under exam conditions.

Many candidates use a blended approach combining structured e-learning, focused question practice, and optional mock oral sessions.
