Notice of Eligibility (NOE)

Your NOE will be issued once you have met all the requirements detailed on the application form of your intended exam.

The NOE will allow you to book an oral examination at an MCA Mariner Office and provide you with a list of any outstanding documents that you will need to submit prior to the issue of your Certificate of Competency.

You must submit evidence of meeting all the criteria applicable to the Certificate for Competency you are applying for, so, always cross reference your NOE requirements with the relevant sections on the website. At least 6 months of the qualifying seagoing service must have been performed within the 5 years immediately preceding the issue of an NOE.

New MIN – NoE Expiry and Resits

Check out the new MIN 451 (M+F) issued today by the MCA, it contains an update with regards to the expiry of NoE’s and the time required between re-sits.

The Marine Information Notice (MIN) can be summarised as follows:

  • Notices of Eligibility (NoE’s) are valid 5 years from the date of issue. There is an expiry date stamped onto the NoE, after which a full new application has to be made (including re-assessment of the sea time).
  • If a candidate fails an oral examination, two weeks need to elapse before re-sitting the exam.
  • The re-sit interval may be reduced at the discretion of the Examiner and is depending on the severity of the initial fail.

Prior to the Issue of your NOE you must submit:

  • The appropriate fee
  • An ENG1 ( medical fitness certificate) or accepted equivalent
  • Passport (attested copy only)
  • 2 passport-sized photos attested by a counter signatory
  • Discharge book OR Certificates of Discharge
  • Sea Service Testimonials which include watch keeping evidence

For all Applicants

From 01 January 2017 you will be required to provide documentary evidence of either completing the training course or updating your training within 5 years preceding the issue of your CoC.

  • Fire Prevention and Fire Fighting <5 yrs old
  • Personal Survival Techniques < 5yrs old
  • Advanced Fire Fighting < 5yrs old
  • Proficiency in Survival Craft and Rescue Boats < 5yrs old
  • OOW

The following documentary evidence will need to be provided before your CoC can be issued, however it is not required for the issue of your NOE.
